EVALUATION OF PROJECT OPPORTUNITIES: CONVENTIONAL CRITERIA

In the following, we shall mention several aspects that we should have in mind when we explain the opportunity of such an important investment:  

The location of the built area, within the site. Such a location (which gives people the opportunity of being as one with nature, protects them from bad earth radiation (the effects of Hartmann radiations that we know for a long time ago), determined us to build the complex on the vacant lots, belonging to the land common/public owhership of the village of Sacaramb, which were delimitated by:

- the Southern slope of the Setras Mountain - two tops; 
- the locality itself, in the Western part;
- an area of forests, in the Eastern part; the top Gurguiata - opening towards Metaliferi Mountains;
- an open area towards the Southern part, facing the village of Geoagiu and Mount Retezat.
The junction point is the location of the former accumulating lake that dried out because of an explosion produced by poachers in order to catch fish. The explosion caused damage to the dam. In order to implement the project, the water should be rearranged in order to make it useful. 
The land had several changes of level and it is crossed by certain small springs; it is also inclined from almost 20 degrees (way of access to the plateau) up to the horizontal line of the plateau, where the elements of architecture would be built. 
Having all these preliminary data, we can already say that the location corresponds to the standards of the ancient Chinese architecture feng-shui (wind and water), who considered that human health is optimal when people live in a South oriented area, with protecting hills and high slopes behind, and a lake or a spring aside. 
In 1803, Andreas Stütz describes this area as follows: "The big or the new lake is situated higher than the locality itself, towards East, among the hills and its volume consists of 980,000 buckets. The volume ensures the good functioning of the inhabitants for 14 days. The lake is the perfect pair of the Lake Faierag, only it is situated higher, in a beautiful and merry location, surrounded by fields and groves. From its dyke, we have a splendid view on the forests in the hereabouts of the village Varmaga, the nearest and farther hills. When we come from the lake towards Sacaramb, the horizon becomes more and more away; I have stayed there until the sunset and I did not regret it - it was a wonderful scenery, very coloured, painted in Italian red, from the paintings that represented Egean Sea or the Etna volcano. Such sceneries are rare: clean atmosphere, transparency and very merry, the sky danced dressed up in red and yellow. On the right side, higher mountains from Sacarambu, the Csertas chain and farther away, other mountains - a dance of lights and shadows, red tops and green forests: light green and dark green. In the horizon, Hateg mountains with snowy tops. Downwards, underneath our feet, stretches Sacaramb and its houses and the buildings of the old mine; up higher, tenths of big and small hills; on the right side, the silvery waters of Mures River that meanders towards the Banat Region."
The ways of access and connections in the area. The access to the studied area is very easy, coming from the East, on the asphalted road Deva–Șoimuș–Certej-Sâcărâmb. The road is asphalted up to "the downward center" of the village of Sacaramb. The road is covered with pavement/paved with boulders for a length of 2.5 km, up to the area of the complex. 
Beginning from the area of the complex, the road continues its way towards East, as a forest road that connects Sacaramb to Geoagiu resort, until it comes to CR705 that connects the village of Balsa to Alba County. This road was proposed for the financing of the project enforced with the designing and modernization since 2005. It has already been entirely classified as county road, enforced by the Government Decision no. 900/1996. 
The feasibility study was established and has been approved by the Hunedoara County Council from 2000.
The road has two functions:
- a strategic (military) function, for penetrating - by a connection road Deva-Geoagiu-Deva, towards Alba County and Apuseni Mountains;
- tourist function, as it connects Sacaramb to the already known circuit of Geoagiu-Bai spa: well-known for its thermal waters, used for curing ever since the Dacian-Roman period (also called Germisara).
While we travel the region, we shall find wonderful sceneries. Therefore, paving the road is perfectly explained.
The access to the area meant for establishing the complex, shall be accomplished on two straps, connected to road that allows the access from "Săcărâmbul de jos" to  „Săcărâmbul de sus”, where he complex shall be built. 
If we consider all endowments that shall be established in the area meant for leisure and pleasure, we can consider it to begin from the border of the road that leads to Geoagiu-Băi.
 
Social-economic features of the area.  Nowadays, the area is inhabited by a number of almost 6-700 people, most of them old aged. Their preoccupations are mainly:
· mining - they were abandoned 2 years ago when the golden mine Săcărâmb was closed (for "strategic" purposes - "economic inefficiency");
· agricultural as well as zoo technical activities  - breeding of cattle is a tradition of the inhabitants of this village (reduced level, since the area does not provide enough lots for such activities);  
· during the last 10 years, Sacaramb "adopted" an important number of people that came here to spend their weekends or holidays, who have bought land and build up residences.
The agro-zoo technical profile of the area (the upstream villages, such as: Varmaga, Mada, Renghet, etc.) allows the supply of the health and leisure complex with fresh aliments (ecologic), of good quality, and which are in favour of the future relationship between small producers, the need of the complex and of the agro-tourism in general. 

The public utility-civil planning possibilities of the area. For the moment, we cannot talk about a real urban utility of the land, since the inhabitants are mainly villagers. It is true that during the apogee of the locality (19th century), the village was developed and vied with the town of Deva (pubs, shops, schools, etc.). Nowadays, they are only memories of a "former" glory. Coupling the locality to the public utility coupling can be established only for the already existent high electricity line. Other facilities (drinking water, sewerage, etc.) have not been established yet. But, most of the inhabitants have made their own water supply installations, using the resources from the upward. By the General City Planning Project (GCPP), meant for the development of the locality, specialists pointed out the transformation of the locality into a resort, by creating facilities and infrastructure. The point of departure was the International Health Center.
Many other new residences have stipulated private sewerage and heating, which made Sacaramb become a true city. 
All these facilities are contained and stipulated by GCPP and they could create a civil planning with an extraordinarily environmental and functional value.
 
 Compatible functions in the area. The types of appropriate functions for the area would be those connected with the spa:
- function of residence/accommodation, by developing the agro-mountain tourism (including feeding function);
- social functions related to the idea of "human optimisation", medical, leisure and cure, pleasure and spear time activities;
- cultural-educational function, meant for reviving cultural traditions (folk - by establishing an International Cultural Center and an UNESCO Center for Transylvania Region), therapy, tourism, public aliment supply, sport, gardens and playgrounds (the locality is already stated as "Landscape Reservation" - providing seeds of white beech, which determined people to call it "The Silver Forest");
New functions were determined by the fact that the locality belongs to an enlarged tourist and therapy circuit (SETRAS organizes here the yearly International Camp for Complementary Therapies - in 2005, it will be held the 9th edition). 
The strategic idea of closing the golden mine can be a good moment for the future development of the tourism and health potential of the locality. 
 
 Special opportunities. Certain special criteria enable the location of the site in the hereabouts of Sacaramb village: 
- a harmonious "cosmic meeting" of the mountain area and grassland region, of forest and water (lake), in a space that makes a bio-psycho-logic optimisation appropriate for human being;
- the existence of an old tradition for using the flowers and animals of the area, including the therapy-naturist function (the area has an exceptional vegetal potential: curing plants and forest fruits), is possible due to the mild climate (here, we can find Mediterranean plants, too);
- the area is close to all tourist sites from Hunedoara County: Geoagiu resort, Retezat Reservation, Dacian citadels, etc;
- Deva lies at a few km from Sacaramb and it has a lot of potential, since:
    - it provides all ways of access, both national and international (international train station, future civil and military international airport, roads, etc.), that allow an easy access for all beneficiaries of the complex (patients, researchers and teachers, students) form the country and abroad;
    - the town of Deva is situated at the N-S and E-W junction (national and international) of Transylvania Region.

The future development of the area involves certain favourable aspects, related with:
- the tendencies of the area development. Both long term civil planning studies and the observation of the civil and geographic structure of the area and the surroundings let us know that we can plan a certain grouping of the specific Sacaramb-Geoagiu area (spa and resort). The wonderful natural potential - terrestrial resources (104 Chemical elements from the Mendeleev table), which allow the establishment of a mining museum; cosmic (air), the medical plants and mineral thermal waters are a good example for the future development of the area. 
Therefore, it is timely to establish the Complex here since the area will enable the settlement of a quiet quasi-civil area, where the predominant residence will be the groups of buildings meant for leisure and season/permanent tourism with all the benefits residing from it.
 
 - The positive consequences of the settlement of the complex. By settling our objective here, we can establish the following positive aspects:
- the increasing of the tourist, cultural and scientific attraction of the locality/area Sacaramb, by implementing a social function of a great importance;
- the settlement of the complex in a picturesque area, good for the specific of the function and the extention of the civil region towards it;
- the enrichment of the already-built civil pattern of the locality, by integrating in within the built-up area of the space meant for architectural buildings (with original shapes);
- the economic development and the improvement of the business environment by implementing a unique function in the area of Hunedoara Region or even Romania, considering the functional scope of the complex within the wonderful natural environment.
 
STRATEGIES FOR DESIGNING AND IMPLEMENTING THE PROJECT 
 
The designing activity and the establishment of the investment itself suppose we consider several administration-organization aspects, such as:
- solving out the problems connected to the deed for the needed land meant for building up the complex;
- complying with all civil planning studies established and approved by the City Council for the analysed area (the project has already been approved by the General City Planning Project;
- ensuring the administrative procedure as quick as possible, for authorizing the investment, complying with the conditions of the contract and the civil-planning rules;
- concentrating private investment and concluding contracts for public-private partnership, to cover the expenses for all urban equipments;
- establishing certain public functions for the improving the area potential;
- stimulating a high standard for civil planning projects;
- ensuring the survey of the environmental aspects that might occur, etc.

Favourable aspects of the technical planning:
- the existence of an asphalted road meant for to connecting the resources site - building materials essential to construction;
- the cement plant from Chisgadaga (approx. 20 km);
- the ballast quarry from Mures area;
- the stone quarries from the mountain area of Setras;
- the existence of huge reserves of mining waste that could be used as building material;
- the marble quarries from the area and their fabrication at Simeria and Barcea Mica plants;
- the existence of an old tradition in building, etc.

Ever since the beginning, we should consider several objective aspects, which could produce certain difficulties:
- the relative distance from the town of Deva, where the main building enterprises have their headquarters (about 27 km);
- the lack of public utilities in the hereabouts of the objective (excepting the average electricity supply line, at about 330 m away);
- the big value of the investment and its novelty can produce a certain difficulty when finding investments, since the initial benefits are not very big;
- the fact that the expected quasi-civil development of the area goes very slow, the implementation of the project shall be settled in stages;
- the insufficient media publicity and spreading within the population of the benefits of new therapeutic strategies, etc;
- the small number of specialized medical doctors in this type of medicine, because of the educational system based mainly on allopathic medicine, etc;

On the other hand, in order to establish it, other inherent dysfunctional aspects might occur, but it shall not have any effect on the opportunity and feasibility of the investment.

For concluding, we can say that all the arguments plead for the idea of a complex, which will not be only of national importance, but international as well. It is meant for uniting all the values of the Romanian people: tradition and modernity, intuition (including sacred intuition) and science (technology).
